QEA is a one-story school with five classrooms built in 1964.
Seismic saftey
The school has a H3 seismic rating. A seismic upgrade for the school is not prioritized in the 5-year capital plan.
Facility condition and deferred maintenance
The school has significant deferred maintenance which results in a FCI rating of 0.69 from the most recent assessment conducted in 2020. The estimated deferred maintenance cost for QEA is $ 2.6M.
Accessibility
QEA has one accessible washroom, and the main entrance is wheelchair accessible.

Out of school care is not offered at QEA.
+ Jules Quesnel Elementary(JQ)
JQ is a three-storey building originally opened in 1926. JQ shares a site with Lord Byng Secondary school and a Vancouver Park Board swimming pool. The elementary school has direct access to a courtyard area, parking lot, playground equipment, and a basketball court.
Seismic saftey
A seismic upgrade of JQ was completed in 2011. JQ consists of three sections, which have been seismically upgraded. A three-storey classroom addition, a two-storey gym and a multipurpose room were added to the school during the seismic upgrade project.
Facility condition and deferred maintenance
Since the seismic upgrade, JQ has minimal deferred maintenance requirements, with FCI for 2020 of 0.07, indicating a very good building condition.
Accessibility
The seismic upgrade of JQ was completed in 2011 and an elevator was added. There is an accessible parking stall provided and washroom facilities are accessible.
Childcare
Out-of-school care is available at JQ.
+ Queen Elizabeth Elementary (QE)
QE is a one-storey school built in 1940 that was added to in 1957 and 1967. There is a group of modular buildings located on school grounds, which are used, as required, as temporary accommodations for schools under construction due to seismic work.
Currently, Bayview elementary is temporarily located on site at QE, and is scheduled to return to their new replacement school by Summer 2022. There are no other schools scheduled to use QE as temporary accommodations at this time.

QE consists of eight sections and has an overall seismic rating of H3.
Facility condition and deferred maintenance
The school has deferred maintenance which results in a FCI rating of 0.47 from the most recent assessment conducted in 2020. The estimated cost of deferred maintenance at QE is $6.0M.
Accessibility
QE is an accessible school with two lifts, and ramps where needed. There is an accessible parking stall provided and washroom facilities are accessible.
Childcare
Out-of-school care is available at QE.
Staff assessment
The proposed closure could move the District towards the goal of having all students in seismically safe schools. In January 2021, the Board adopted the 2020-2030 Long Range Facilities Plan, which includes prioritizing students to seismically safe schools as soon as possible. Should the Board decide to close QEA, one proposal looks at relocating students to JQ which has been seismically upgraded. Another proposal looks at moving students to QE, which has the same seismic rating as QEA, but, increasing enrolment at QE may strengthen the rationale for a future seismic upgrade sooner, creating safer spaces for more students.
Furthermore, re-locating QEA students to QE or JQ is a more effective use of District resources and facilities as annual operating and maintenance costs for QEA will no longer be borne by the District.
